When the CPU load is low, why is the frequency high on the MikroTik?

The quesion is for Mikrotik engineer
The MikroTik runs on Lenovo System x3550 M5 hardware with 28-Core 2.30 GHz 2x 14-Core E5-2695 v3 processors. Why is the CPU frequency so high when the CPU load is low? At 0 percent load, the frequency is around 1600 MHz, and at 5 percent load, the CPU frequency is 2700 MHz. Is it possible to adjust it so that the frequency is low when the CPU load is low? This concerns power consumption; at 2700 MHz, the consumption is around 210W, while at 0 CPU load, the consumption is 80W.
