IPsec with GRE Tunnel problem!!!!

I have two MT Routers that connected to each other through GRE Tunneling, now when I run IPsec on them the <Running> got disappears on both protocols. what might be the issue?
my complete scenario is: I(android/pc) connect with an L2TP to R1, R1 <-- GRE --> R2, and R2 gives me internet.
websites like youtube,instagram,telegram,twitter, twitch.... are blocked in my country
now with this config i can reach to some of them but websites like youtube and twitter wont show up, I've been told if i use ipsec with my GRE it might work, but i have problem with that
what should i do ?
