How to download packages from mirror using routerOS cli

How do we download packages? The documentation discusses downloading the package file and uploading to routerOS:
Acquiring packages
Packages can be downloaded from MikroTik download page or mirrors listed on that page. Either of provided download methods can be used.
However, I cannot find a mirrorlist on the download page.

I would also like to know if we can search, download, and install packages from the routerOS terminal (command line interface).

The same line is also shown on the new help site.
https://help.mikrotik.com/docs/display/ROS/Packages

But I don't understand what the problem is,
the files are also available without mirrors,
and with the "/system package update" function you can manage which version to install.

For the other questions, better if you continue reading the guide on the link I has post,
what is not written there, you can not do.
